Attached the patch with the new plugin.
It had a lot of replicated logic with
RoleLimit, so I preferred to extend it - Issue was unassigned.

Extend role configuration (using a new plugin) to restrict limit for all the users under a role i.e. If user uses this plugin and configure a limit of 5 to a role r1 then the total number of nodes created by all the users of role r1 should not exceed 5.
