Attempting to delete any row in the config form always deletes the last row only

If you have an entity limit configuration with 10 user limits and you want to remove 5th user limit, it will always delete the last limit.

    I think I finally got this working correctly. This patch fixes the issue with the correct row not being deleted when you click the "remove row" button.

    This only fixes the issues with the RoleLimit plugin. If the maintainers think this is acceptable, I can provide a patch for the UserLimit plugin as well.
