Fatal Error on Install or Uninstall

PHP 5.6.32 (CLI) / Zend Engine v2.6.0
Drupal 8.4.2

When attempting to install LIVE CSS the following error message is displayed:

Fatal error: Call to undefined function config() in /usr/local/www/drupal8/modules/live_css/live_css.install on line 13

When I attempt to uninstall it, the following error message is displayed:

Fatal error: Call to undefined function config() in /usr/local/www/drupal8/modules/live_css/live_css.install on line 30
