Thanks to #1129036: Not compatible with block caching → DRUPAL_CACHE_PER_USER directive was set to cache mailchimp's signup form block. This plays fine when there is a specific thank you page to redirect to after submission. When the form is set to reload the same page, caching should be set to DRUPAL_CACHE_PER_PAGE or DRUPAL_CACHE_PER_PAGE|DRUPAL_CACHE_PER_USER instead.
