If anyone else comes across this the #18 patch in https://www.drupal.org/project/encrypt/issues/2915538 🐛 force base64_encode encrypted data for plugins that don't have the option Needs work fixes this as well.
I am trying to use the Sodium module with the 8.x-1.x-dev of the webform encrypt module and when the module tries to save to the database it is trying to save the raw encrypted data to the database. It would be extremely helpful if the option were given to base64 encode the data.
