Is this redundant because of #2979594: Update for Entity API 1.0-beta4 → ?
It occurs to me that since the Add to Cart form is secretly an entity create form for the order item entity, we could also enforce this with hook_entity_create_access().
I had a quick go at this, but turning into a rabbithole...
