Dynamic descriptions

I don't know what this issue is asking for.
I looked at https://www.drupal.org/project/fivestarextra → , which I assume is the module you're referring to, and that module says "Fivestar Extra extends the Fivestar module to enable the rating of comments and users."

That behavior *is* in Fivestar at this time. I don't see any text in that module about "dynamic descriptions" and I don't want to be guessing what you mean by that phrase.

In order to do anything here, I need a concrete example of what you're trying to achieve with this module. A mock-up illustration and and description of what is "dynamic" - what elements change and when do you want them to change?
