API migration: No hook_redirect_alter() in 8.x

The `redirect.api.php` file appears to be a mashup between D7 and D8. I found myself going down a few paths trying to figure out why the documented `hook_redirect_alter()` hook was not working for me.
It seems logical to me that a developer should be able to interact with the redirect in another module before the redirect takes place.

I was just reviewing some differences between https://www.drupal.org/project/redirect/issues/2957751#comment-15248419 📌 Maintaining drupal coding standards Fixed and what got committed later, and I think https://git.drupalcode.org/issue/redirect-2957751/-/commit/2de86d1ef5ce2... was missed.

At the time that had seemed to me like a bug fix for this issue, so I'm leaving a comment about it here so that the appropriate people can review/confirm whether this change should be applied.
