I guess it's possible by enabling the skinr_ui module and visiting the //admin/structure/skinr page. I already fixed some bugs in other issues.
It's non-obvious how to define skins in a theme. There don't appear to be any examples to work from. Some basic tips could help adoption and progress in D8.
