This is a very old issue.
In the mean time, it should have been working, with the attached issues.
At least, it is now recently tested with D11 in version 2.1. Automatically closed - issue fixed for 2 weeks with no activity.
If you add the same workflow field to a comment as you have on an entity, the workflow controls on the comment appear to show the transition options allowed. However, saving a comment with a changed workflow state does not update the entity.
It sounds like this is a supported case, is it not?
You can set up the Workflow to alter states from form, page, comment, a special block, and a special workflow tab.
