Clearly explain that the "AES-256-CTR" cipher is required

In hook_requirements it tries encrypting and decrypting a string to test if the system works, but it would be a lot simpler if it would first verify that the "AES-256-CTR" cipher was available using openssl_get_cipher_methods().
