The following modules are enabled: PM, PM Issue, PM Organization, PM Permission, PM Person, PM Project.
When creating a new Issue, an ordinary user can select any Project in the dropdown. I would like this to be restricted. I have tried using the following permissions in conjunction with the Role of an ordinary user:
Issue: Create new content
Issue: Edit own content
Issue: View content in own Organization
Issue: Edit content in own Organization
Issue: View content if Assigned to Issue
Issue: Edit content if Assigned to Issue
Project: View content in own Organization
Project: View content if Assigned to Project
Project: View content if Project Manager to Project
Organization: View content in own Organization
Granting or taking away any of these permissions has no effect on the Projects dropdown of the Issue (create new issue) content type -- all of the published Projects are available in the dropdown.

Am sorry for not being able to follow up on this issue. I guess 5 years is just too late. Unfortunately the permissions restrictions were applied on full view of the projects only. Hence the desired behaviour needs custom coding to achive.
Am closing this issue for now. Please re-open the issue if you still want to discuss this.
