wikipedia plugin missing title configuration option

Problem/Motivation

The drupal 7 version allows to configure the title of the freelink when using the Wikipedia plugin. The plugin should use the "destination" to fill-in the title (bug).

Proposed resolution

1. Fix the bug that is causing destination not to work in the wiki plugin.
2. Also look into adding the same optional functionality as the external plugin to fetch page titles.

I have the latest Drupal 8 version. The external documentation for freelinking points users to Administration » Configuration » Content authoring » Freelinking settings to change e.g. the default title text, but there is no Freelinking settings option under Content authoring. I am using Freelinking and can get wikipedia links to correctly filter but i can't access settings to change the default title (currently it reads "Wikipedia") because it's not found where it is described to be.
