I'm closing this as "Works as Designed".
I've confirmed this is not an issue on the latest stable 2.0.x release candidate (currently 2.0.0-rc1) with the "Date and Time" field in Drupal 10.2
After adding text to the Label Help field for a date field, the help text does not display on the form.
