Bump minor/patch version for patch https://www.drupal.org/node/2674418

The patch that was committed as a result of https://www.drupal.org/node/2674418 → doesn't seem to have a version associated with it, so when this module is installed with Drush or by downloading the latest stable version of 7.x-3.x from the module project page, it doesn't include the patch. However, the 7.x-3.x branch does have the patch, but the version number——is unchanged.

Can we get a version bump so we can update with that patch and actually use views to reorder content as intended?.

Correction: I initially stated nothing else was different. Actually, the views/views_handler_weight_selector.inc file does have some differences that I overlooked, that strangely also seem related to implementing permissions. Even so, the patch in the linked issue doesn't depend on those, I don't believe, and it seems there could be a "7.x-3.1.1" stable patch release with just that patch that would be an improvement on 7.x-3.1.

In any case, I'd love to know what I need to do to get that patch into a stable version of this module.
