Import fails when emojis are present in comment text

When importing post comments that contain emojis, the import will fail with an AJAX HTTP error / PDO exception 1366 (Incorrect string value). It helpfully shows the emoji text. (e.g. '\xF0\x9F\x8E\x88\x0AA...')
