If you want to use the "Administration pages language" in "Interface text language detection" to allow users to edit contents with their own specific language, you got to add them the "Use the administration pages and help" permission.
Problems:
This permissions is not (well?) documented, its name and scope don't seems to be be related to "the language selector".
Also, if you add it to a role, admin menu will be populated with unwanted menu entries : "Structure", "Configuration" and "Help".
Proposed solutions:
Add a specific permission or enable this feature automatically if "Account administration pages" is used in language selector.
How to reproduce:
Install drupal 8.x + standard profile
Enable modules: Language, Content Translation, Interface Translation
Add a new language
Configure Language "Detection and selection" : enable Account administration pages (1rst) and URL (2nd)
Enable content translation on content type : articles
Create an user with "Authenticated user" role (notice that "Administration pages language" is not visible)
Allow the "Authenticated user role" the permissions to creat,modify and translate articles
Login with the new user
Create an article, try to translate it => the page interface language is the same as the content language
As admin add the "Use the administration pages and help" permission to "Authenticated user" roles, change the user's "Administration pages language" setting.
Login with the new user => the problem is fixed but you now can see "Structure", "Configuration" and "Help" menu entries.
