Going to go out on a limb and close this one out since Panels is no longer supported. If still seeing the issue on the new 2.0.x branch pleaase reopen.
Using module to place existing nodes on panels pages, works great but when page saved the quick edit buttons and the EDIT toggle on the admin menu bar disappear, losing a key D8 functionality
