Document issue for FormStateInterface setErrorByName and setError

The message parameter can be string or MarkupInterface, but the document only say it can be string.

PHP8.1 is now the minimum, should we close this one in favor of 🌱 Change type hints from string|MarkupInterface to string|Stringable Active ? This should be covered by that ticket.

Patch from #2 doesn't apply anymore because 🐛 FormStateInterface::setError*() PHPDoc are incorrect Fixed is resolved.
