It's likely this issue predates Contrib.social: some issue and comment data are missing.
phpdoctor has not had any activity in nearly 10 years.
Reflection has some more activity but unless we have a good breakdown of why would we use this vs the problems with the current implementation I think this is either outdated or won't fix.
