Service ticket timeout becomes tricky when users have different timezones

The default ticket service timeout is set to 10 seconds. But as soon as users are having timezones and the calling server is in a different timezones, you won't be able to login.

A workaround is to set the service timeout to at least 12 hours. But we should be able to fix this by either eliminating the use of strtotime() or something else.
