Add Contextual link to sort/order View

Patch in linked issue can work on 8.x version too. It adds just 2 news hooks altering contextual links and adding special one for ordering.

Bumping to 2.x

Using a fresh install of this module, I can verify that a contextual link to the sort display is added automatically, provided the sort display is a page display. I captured the code shared in previous comments into a new documentation page → about adding contextual links via code when the sort display is a block.
