Request for suggestions RE change_pwd_page's interaction with password_policy

This question relates to this module's interaction with another module which will often be used on Drupal sites: drupal.org/project/password_policy

Both modules work great independently, but not together. Validation rules set in password_policy are ignored when altering a password at user/%/change-password. This can be verified with a fresh Drupal install and these 2 modules.

The reason I'm posting here is to ask this module's developers if they have any thoughts on why this might be the case.
