This patch make it possible to alter the proposed next order ID.
Can be used to increment order ID's by other values than one.
The order ID settings is provided as an alterable context. This gives you access to the previous order ID and prefix and suffix. You can alter these values but the will not be stored.
As a minor detail it also renames the hook.php file to dibs.api.php to follow common Drupal practice.
