I tested block class with the updated context module and it works perfectly! Marking this ticket closed.
With Drupal 8.2.1, working with Context 8.x-1.0-alpha1 and Block Class 8.x-1.0-alpha1, we are seeing that the block class field is not coming through on blocks that are placed through the context UI. The field is not present on the form and not classes are in the resulting markup. The block class field is working with the standard core Block Layout page. Thanks!
