This change was made in #3370418 so closing.
The content length of uploaded images is not correct on encrypted files causing some browsers(Safari and Chrome) not to display the image. I've attached a patch that uses file_encrypt's EncryptBinaryFileResponse in the dImageStyleDownloadController.php which recalculates the content length and solves the issue.
