Read-only modal window in calendar

Clicking on one's own calendar event brings up the modal window edit form. Clicking on another person's event does nothing if you don't have permission to edit it. We have a use case in which we would like non-owners of events to be able to click on those events and get a read-only view of values entered for events. I'm guessing we are looking at a custom module? I may have my coders look into this and come up with something. First, any thoughts on this?
