Checking the 'Display table of contents in a block' checkbox on 'Text formats and editors' AND assigning the 'TOC Filter' block to the 'Content' region above the 'Main page content' results in a content page only having the 'Back to Top' links display with no actual 'TOC' output.
Unchecking this option and having the 'Automatically include table of contents' set to 'at the top of the page' works nicely and as expected.
Just the implementation of the Block seems to not be working as expected.
Wondering if anyone else is experiencing this behavious?

Automatically closed - issue fixed for 2 weeks with no activity.
That still does not work on 8.x-2.3 and as far as i can see that part of the dev version is in there. i checked the code manually.
