parentSelectElement() should explain what to pass in for $menu_parent if you don't care about the default

It would appear that both '' and ':' are valid values if you don't care about the default and just want the first item of the select to be the initial value.

    I don't know why people have been making patches that change code, but if the code should be changed, then it should be a separate issue.
