Multilingual header and footer variables

We will check if this is possible with config translation in D10/11.

We solved this with translatable config.

Please review and feedback.

Thanks for picking this up. Unfortunately I don't currently have a multilingual D10 or D11 site that I can test this with, but it looks like a better approach.
