This feature was never ported to Radioactivity 8.x-3.x or Radioactivity 4.x.
If you would like to have charting, I think the best approach is to integrate with an existing charting module rather than implement this functionality in Radioactivity. Perhaps something that integrates with Views, so that we could easily add a chart view to Radioactivity.
Regardless, this will require someone to do the work and create a patch. Or at the very least write some documentation if this is already possible with existing modules + Views.
