File uploads fail as anonymous user with caching on with multiple file fields

This affects both webform 7.x-3.x and webform 7.x-4.x

Steps to reproduce:

Create a webform with 2 file upload fields.
Set both fields to required.
Set both fileds to save their files under private files.
Make sure page caching is enabled for anonymous users.
Open a new incognito or private browsing window.
Select the first file and click upload.
Select the second file and click upload.
You will get the following error message: An unrecoverable error occurred. The uploaded file likely exceeded the maximum file size (50 MB) that this server supports..
Refresh the page and repeat steps 6 & 7. You will not get the error message.
Close all incognito windows and repeat steps 5, 6 & 7. You will get the error message again.

EDIT: It seems this affects Drupal core entirely.
