File uploads fail as anonymous user with caching on with multiple file fields

This affects both webform 7.x-3.x and webform 7.x-4.x

Steps to reproduce:

  1. Create a webform with 2 file upload fields.
  2. Set both fields to required.
  3. Set both fileds to save their files under private files.
  4. Make sure page caching is enabled for anonymous users.
  5. Open a new incognito or private browsing window.
  6. Select the first file and click upload.
  7. Select the second file and click upload.
  8. You will get the following error message: An unrecoverable error occurred. The uploaded file likely exceeded the maximum file size (50 MB) that this server supports..
  9. Refresh the page and repeat steps 6 & 7. You will not get the error message.
  10. Close all incognito windows and repeat steps 5, 6 & 7. You will get the error message again.

EDIT: It seems this affects Drupal core entirely.
