Many sites do not use Bootstrap for different reasons. However, Panels Bootstrap Layouts might be useful to them too.
I would like to propose a simple solution, which adds Bootstrap grid classes to a site, and consequently makes it possible to use Panels Bootstrap Layouts without Bootstrap.
The project is called Susyboot and it is enough to include only one CSS file to the site theme to have necessary Bootstrap classes and make the grid work similar way. SASS version is also available.
I have tested Panels Bootstrap Layouts and Susyboot with Bartik. All looks good.
