Bulk changes on role (first row) does not work

In first row, below every role there is a checkbox that should to select all permissions allowed for that role in the same column, but that does not work same goes for its tweaks as well.

Steps to Reproduce the Bug:

1. Check any role from the first row
2. It does not select all permissions in the respective column(bug).
