Fieldset titles overlap other items

This happens on all taxonomy types and it seems to be your css causing the issue.

Collapsed fieldsets overlap other fields due to them having no height and absolute positioning. There is a zero margin as well so the element has a zero overall height when collapsed.

Fieldsets with no collapse option also have absolute positioning and overlap as well. On one taxonomy type I have a fieldset title covering a checkbox so a user can't click on it. There is no way to correct this.

As an add-on, the drag and drop is not intuitive and I'd like the ability to disable it. Clicking on fieldsets to expand them causes the box to move and it overlaps other items. There is no check to make sure the field doesn't overlay on top of other page elements.
