Not detecting overrides in profile config files

Switching to target the 5.0.x branch

Added a patch which should fix the broken test which is triggered because any calls to \Drupal::service('features_assigner') inadvertently resets the entire features manager instance regardless of what it previously held.

So I've now added an optional $reset = TRUE parameter to FeaturesManagerInterface::setAssigner().

Following work done on 📌 Merge 5.x branch into the 3.x branch and create stable release dropping Drupal 8 support Fixed , rebasing latest patch onto 3.x-dev.
