When you want to be able to build a generic revision UI, you need some access checking for those routes.
Both for viewing, editing and deleting of revisions.
Entity module has such an access checker, see https://github.com/fago/entity/blob/8.x-1.x/src/Access/EntityRevisionRou...
Port it to core.
