Create Planet Chinese and add starter content

Problem/Motivation

After reading #2646968: Regionalized Planet Drupal → , Regionalized Planet Drupal → and #2639048: Add a regional section of Planet Drupal: Planeta Latinoamericano → I am here to request adding a regional section of Planet Drupal: Planet Chinese for content following the Drupal Planet's guidelines → and posts will be in Chinese Simplified and Chinese Traditional.

For most of us, Language is a huge barrier in our local communities, and the quality of Drupal-related content in Chinese spreading can not be guaranteed without review. About 1/5 of the population in the world speaking Chinese, Not only people in China will benefit from this, but also people coming from Taiwan, Singapore and Malaysia etc. will benefit too.
