Add a dispatcher documentation page to the drupalci docs

One of the features that the old testbot had was a page where anyone could see the current status of the test infrastructure: https://qa.drupal.org/pifr/status

There does not seem to be a corresponding page for this information in the new DrupalCI world, so one should be added.
