Widget settings need to become field storage settings during migration.
1. Write a migrate cckfield plugin to handle select_or_other and cck_select_other d6 and d7 migration of field type, field widget and field formatter.
2. Write a migrate process plugin to handle migration of widget settings to field config storage.
