Private file storage causes "Access Denied"

Using Private file system storage always results in "Access Denied, You are not authorized to access this page." errors.

It doesn't seem like this module implements hook_file_download.

If I add a file_compressor_field_file_download that returns a successful result, then the private files are able to be downloaded.
