Double special symbols encoding in term names

I've found that the special symbols in the term name are double encoded in the cloud. The reason is in multiple check_plain() functions which are applied to the term name. No need to add a check_plain() for a link text as l() will add it by itself.
Here is a patch which solve a troubles.
