Allow customizing the Workflow Comment field, like core Comment does

Being able to specify the comment field, would give site builders the ability to potentially use WYSIWYG editors.
- text format
- number of rows

This would also make the Workflow comment text area a viable replacement for the Reply → module in combination with Workflow as an example.

I will be adding quite a few feature requests to the workflow queue. I hope that is okay.
