This module has two examples of how to implement hook_fapi_validation_rules. On the project page, the error_msg for each rule is not translated. In the module, the error_msg for each rule is translated with t(). One of these should be changed so that they are consistent.
It looks to me like the error_msg is already translated in fapi_validation_filters_execute, so there's no need for extending modules to translate the strings themselves. In that case, the t() calls should be removed from fapi_validation_fapi_validation_rules.
