Install profiles broken by views_rss_media_requirements()

I encountered this when installing a site with drush site-install. During an install phase requirement check the views_rss.module file is not available, so the install chokes on REQUIREMENT_ERROR. Changing to REQUIREMENT_WARNING solves my use case, but not sure what scenario the code is trying to catch and if this is the correct fix.
