Create @BootstrapPlugin annotated plugin

Problem/Motivation

There are many different "front end plugins" available to enhance Bootstrap. In fact, one was created specifically for this project: http://bootstrap-anchor.com. These plugins, unfortunately, also bring with them a need for providing an easy to configure UI via settings that need to be injected during the JS alter phase.

Proposed resolution

Create a @BootstrapPlugin annotated plugin. Extending from the @BootstrapSetting plugin.
