How can I create public flag lists?

Hello,

I have a content type "document" which can be added to a flag list named "document list".

In the sidebar of my document nodes I've activated a flag list block where users can add new lists, edit these lists and add new documents to a list. This works pretty good.

However, at the moment only the list creator can add items to the list. What I would like to do is to create a public list so that other users also can add items to this list. Unfortunately I can't find a way to do this. Do I have to write my own custom module for that?

Any help would be appreciated.
