This has been fixed in https://www.drupal.org/project/drupal/issues/3371005 🐛 Toolbar doesn't indicate active menu trail for pages not included in Toolbar Fixed .
When I navigate e.g. from "Structure" -> "Block Layout" (admin/structure/block) with the toolbar and then click on "Block library" the page reloads and the toolbar navigation resets to its default.
It loses all navigation status of the active trail and isn´t collapsed to the state it was before.
For sitebuilders this is a very bad UX in my opinion and cause of the unnecessary clicks configuring the system is much harder.
