Please see the attached image. I have a few panes in the Top region of this page. You should notice that only ONE of the panes is actually sitting inside the region. Whenever I go from the display of this page to edit, this occurs and if I click "save" without manually moving the panes back to where they belong, then they are wiped away and I have to re-create them.
This happens with both the Seven theme and the Adminimal Admin theme.
