Remove a misleading comment from Updater::update()

Problem/Motivation

Follow-up to #605272: Use a better directory when installing code via the update manager (documentation followup) →

This comment is obsolete and hence misleading and wrong in \Drupal\Core\Updater\Updater. It should be removed because it no longer correctly describes the behaviour of the code. In the parent issue, the code change was discussed in detail and eventually committed. Later, it was reported that the comment is still present, and it was decided it should be removed, but via this separate issue.

      // Note: If the project is installed in the top-level, it will not be
